The use of low levels on an e collar on a dog like this means she gets to enjoy off lead freedom and I don't have to panic when she's off lead. Of course you can buy cheap 'shock collars' and of course there will be people who abuse them, but many people abuse treats, use clickers incorrectly and accidentally teach dangerous behaviours by not timing these properly.
